Summary: Jython and test_exceptions

Initial Comment:
Two issues in this patch: 

1. Acknowledge the welknown difference that jython 
allows continue in the finally clause.

2. Avoid using _testcapi when running with jython.

FWIW, you only have to accept the patches. I don't 
mind doing the actual commit myself. After all, I have 
it applied to a my version already.
