TST: make the knownfail for TestClog unconditional on Windows.

This keeps on coming up, and checking a few corner cases does not guarantee
that other corner cases are also implemented according to the C99 standard.

Was reported again by Christoph Gohlke for Python 2.7 and 3.2 on 64-bit
Windows.
