For windows - I think honestly this is now not a serious barrier to
using git.  I've installed msysgit on 4 or 5 machines recently, and it
has been very smooth - as well as providing a nice bash shell.

I think it would be a huge reduction in the barrier to contributing to
numpy if we could change to git.
