I have to worry a bit about export control laws at work, and I don't remember
what Cuba's status is, but I do know that for a small number of countries,
North Korea, Iran, and maybe Cuba, exporting anything of value is a potentially
serious crime with prison time - so I can fully appreciate why Google would
be careful. The US does prosecute, and they have levied amazingly large fines
against companies in recent years.

Quite possible those restrictions for Cuba will be loosened in the next few
months, from what I have read recently.
