[Neuroimaging] When to use neurostars, and when not to

Hi,

This just came up from a discussion on a nipy pull request:

I thought it was worth clarifying what my position is.  I don't use
neurostars, so if you want advice on using or developing nibabel, then
this mailing list is the right place to go. rather than neurostars.

This is probably also true for the nipy project - in that I can help
on this list but you probably won't get my attention on neurostars.
The other two main authors of nipy are Alexis and Bertrand - maybe
they hang out more on neurostars?  Can y'all clarify?

I'm actually not sure what the policy is for dipy - Eleftherios - did
you decide on this?

To explain a bit further, I much prefer unified user- and developer-
discussions and therefore mailing lists, because I think it's
important to keep a fluid boundary between users and developers.   I
also have an instinctive aversion to reputation-based systems,
