[PyDelhi] procuring video equipment for recording talks

Hi,

For the record, while I remain unconvinced that video recording is
immediately needed, there are enough arguments from the other side
that I do not have a strong objection to it if key people in PyDelhi
are convinced, and if there is a commitment to follow through on this.

Have we fully thought this through? Where would the videos be hosted,
and how would they be promoted?
