Depends on what you and everyone want from this list  , one starting point
could be enforcing the guidelines
http://python.org.in/wiki/NcrPython/MailingListGuidelines , new users  can
be pointed to when people post on this list , control the spam , all the
users by default are have the moderation flag on removing it once you see
the posts are on topic .
