moinmoin 1.9 only supports a file-based storage.
Thus you would need to export its content into a repository periodically (or
triggered by changes). In case you feel comfortable writing a bit of shell or
python scripts, you will be able to do so.

But I could imagine, that moinmoin is not the perfect fit for your goals:
* restructured text: it is not moinmoin's primary markup language
* repository storage: needs to be added manually via scripts

Maybe there are other wiki engines (or a completely different kind of tool) out
there, that are closer to your specific set of requirements. "gitit" comes to
my mind, but I never used it in the way you intend.
