Just a thought...

You could try installing everything including an http server into a
virtualenv. I have not done this myself yet, but, I did come across
this page
http://test.moinmo.in/+serve/docs/admin/install.html
which led me to think about it.

You wouldn't be able to run it from port 80 though!
