What I needed to notice was that INSTALL.html points me to HelpOnUpdating
and README.migration.

HelpOnUpdating does indeed talk about underlay if you read to the end of 
the page.

My feedback to you is that the info about replacing underlay needs to be 
in the INSTALL.html
and/or README.migration. Not at the bottom of a page on the Web that is 
not in the source kit.
