[Moin-user] Can I #redirect outside the wiki?

Thanks, I'm aware of how to do this in Apache.  I would like to allow
users to do this from within MoinMoin on a page-by-page basis though.
Most of them don't know how to sling Apache config directives.  If
they need to migrate a page from one wiki to another I think it would
be easier if they could just add the #redirect to the old location.
(Yes, I'm aware of the security implications.  Both these wikis are
internal to our company and not visible to the outside world.  I would
be happy if there was an allow_general_redirects which defaulted to
False and required me to explicitly enable it.)
