I also experienced this. Often these users are listed as possible
spammers:

 a) BadContent
 b) the superuser

I think both should never be listed. A super user catn or should never
be a spammer. OTOH I would say at 40% of all spam the spammer itself is
not listed. I would consider this a bug.
