Just add a .htaccess file to the directory from which you are serving
your Moin. Change it as needed for your password setup. for information
on how to setup apache password authentication see:
http://httpd.apache.org/docs/howto/auth.html

If you want to thoroughly protect your data, I suggest using https
(apache-ssl) as well, since the info will still go unprotected over the
wire.
