[META-SIG] whence db-sig?

I'm coming to agree (with whoever suggested it) that it would be a good
idea to retain SIGs after they've satisfied their goals, if they're
going to be useful for answering questions.  Why dispose of the
information in the SIG archives that accumulated when developing the
subject at issue?  Plus, sigs often have artifacts - eg pythonwin stuff
- that need a place.  Why not keep them around?

The drawback, of course, is that extra sigs can obscure active ones from
view, but i think that could be alleviated by just segregating the
listing for the residual sigs to below the active sigs on the index
page. 

I vote for keeping old ones around, when there's a reason for it.
