I think William's point is spot-on.

Moreover, I don't think anyone should be banned simply for posting an ad
here.  Continuing to post (or argue about being able to post) after being
warned not to, however, should definitely be cause for banning.
(It would also put them squarely in the "bottom-feeder" category.)
