[Mailman] Process for creating new list?

If possible, I would like to propose a new SIG: Python Integration with 
Geographic Information Systems (PIGIS). Python is the backbone for ArcGIS and 
becoming more integrated with other open-source GIS programs (SAGA, Quantum, 
GRASS). 


Has there been any other expressed interest in this type of SIG? If so, what is 
the process for making it "official"?
