scrub_nondigest = Yes says scrub attachments from all messages including
individual messages and messages in MIME digests. If it is set to No,
non-plaintext attachments that pass content filtering will be included
in individual messages and messages in MIME digests.

non-plaintext attachments are always scrubbed from plain text digests
and the pipermail archive because both of these support plain text only.

I hope I've explained this so you can understand why non-plaintext
attachments are always scrubbed from plain text digests and the
pipermail archive, and what scrub_nondigest does in addition.
