It turns out that this is
<https://bugs.launchpad.net/mailman/+bug/1047100> which was fixed in
Mailman 2.1.16.

It is probably also <https://bugs.launchpad.net/mailman/+bug/266223>
which I have now marked as a duplicate of 1047100.
