[Mailman-Users] Mailman Initiation problems

Well I have been trying to get mailman to go on this Ubuntu 14.04 Server install now for 3 days. I am down to this problem. Any time I type in http://biblematters.net/cgi-bin/mailman/admin <http://biblematters.net/cgi-bin/mailman/admin> I get. A 403 error that says. 
Forbidden

You don't have permission to access / on this server.

Apache/2.4.7 (Ubuntu) Server at www.biblematters.net Port 80

Any ideas where this problem might be?
