I hit the same issue when upgrading from Ubuntu 13.04 to 13.10. These
mailman.conf settings work for me.

ScriptAlias /mailman/       /var/MM/21/cgi-bin/
Alias   /pipermail/     /var/MM/21/archives/public/

<Directory "/var/MM/21/cgi-bin/">
    AllowOverride None
    Options ExecCGI
    Order Deny,Allow
    Allow from all
    Require all granted
</Directory>

<Directory "/var/MM/21/archives/public">
    Options +FollowSymLinks
    Order allow,deny
    Allow from all
    Require all granted
</Directory>
