Does it need to be an attachment?  Why not enter the guidelines into the
body of the message as plain text?

Of course, 99.999% of people *don't* read the welcome message, never
mind keep a copy so they have the unsubscribe instructions.  Not that
the unsub instructions are generally needed, since they often get tacked
onto the end of every list mail anyway.  Even then, people seem to have
difficulty unsubscribing should the need arise.
