Check that the cookie in the URL is correct.  IIRC, the only
characters allowed are upper and lowercase letters, and numerals.

Why this might matter: some mail clients (and even some mail servers)
will mangle the cookie in the URL by including extra characters.
Common cases in my experience include a backslash somewhere in the
middle (edit this out in the address bar of the browser and resubmit),
an "=" at the very end (edit and resubmit), and a newline in the
middle (copy and paste the trailing portion from the mail message).
