You're right.  They should have sent you to section 12 - 
http://www.list.org/mailman-install/node44.html

You'd have already read this if you'd read the manual in sequence.

Not in this case.

Looks like a permissions problem.

What about the permissions on /var/lib/mailman/data ?  Postmap may not be 
able to write the output file.
