[Mailman-Users] Is there a way to change the template files

[lists at viplist.us]

I did restart Mailman, but I neglected to make sure all qrunners were 
stopped.

I just want to be alble to send graphics inline, so it looks like this will 
work.  I will try and change in low peak usage.
