This is intentional to discourage sending the plain text site password
in an email.

As of 2.1.10, if authentication is with the list admin or moderator
password, hidden members are shown. The same is true for the web
roster.

The following are the help messages for who depending on whether the
roster is public, members only or admin only.

        See everyone who is on this mailing list. The password is the
