So do I. This is a Launchpad issue, and I was hoping it would work by
the time anyone tried it. These things are usually transient.

You can go to
<http://bazaar.launchpad.net/~mailman-coders/mailman/2.1/files> and
click the 'download' icon at the far right of the 'NEWS' line to
download the raw file. That at least seems to work.
