Are you trying to prevent the user from changing her own password or
prevent the list admin from changing a user's password. If the latter,
that is the default behavior in Mailman 2.1.10+ contingent on the
mm_cfg.py setting OWNERS_CAN_CHANGE_MEMBER_PASSWORDS.

So if you want to prevent list owners form changing member passwords
and your Mailman version is 2.1.10 or later, just make sure you don't
have "OWNERS_CAN_CHANGE_MEMBER_PASSWORDS = Yes" in mm_cfg.py.

Preventing this in older Mailman versions or preventing users from
changing their own passwords requires code modification.
