MANY people or ALL people? If it is many, but not all, what is
different about those that receive it correctly?

No. Mailman should not be changing this.

Possibly the original message was sent with Content-Transfer-Encoding:
8bit and some MTA along the way munged the high bit characters.

You need to look at the raw message as sent to Mailman (and received
say via direct Bcc) and the raw message as received from the list to
see what changes were made.
