The default setting

VIRTUAL_HOST_OVERVIEW = On

says on the admin and listinfo overview pages show only those public
lists whose host name in the hidden web_page_url list attribute
matches the host in the URL that linked to the page.

For this and probably other reasons, you want

VIRTUAL_HOST_OVERVIEW = Off

in mm_cfg.py. See
