My mistake. It's VIRTUAL_HOST_OVERVIEW, not VIRTUAL_HOSTS_OVERVIEW.

The Defaults.py.in that we ship has

VIRTUAL_HOST_OVERVIEW = On

nothing in configure or make changes that.
