This is almost certainly a Microsoft Outlook issue.

What exact address does Outlook put in the To: header of the reply? It
should be

To:
test7-confirm+38d558c77e170cac9b8412a0db13b13e0560cc93 at listsmart.osl.state.or.us

in this case.
