[Mailman-Users] subscribe_policy

Ok so that brings up 2 questions for me.

1.  What would I put to ban everyone from being able to subscribe?

2. If I banned everyone from subscription then I wouldn't be able to  
add them manually either, or is that not a correct assumption?
