The password reminders were generated for the test lists on Feb 1 at
05:00

Apparently, the crontab was installed so cron/mailpasswds ran and
generated the reminders which were queued, and when you started
mailman they were sent.

Because the reminders were created on Feb 1 when you still had the test
lists on the server.
