Ten to fifty users is actually quite a lot.  You're not likely to get too 
much more than this, because a lot of MTAs on the Internet are configured to 
refuse to accept messages from you if you've got too many recipients.  Some 
of these sites set the limit as low as ten users, some set it higher (like 
fifty or 100).

In your case, turning on personalization and VERP may actually help your 
message delivery because you won't be triggering such limitations, and you'd 
have a better idea of which recipients were causing problems for you.  Even 
though this would reduce the number of recipients per message, the end 
result may well be an improvement.

Thirty minute delay once sendmail got the message.  That's a sendmail issue, 
or an issue with the remote site.

None of these really have anything to do with Mailman.  You need to fix your 
sendmail configuration, or talk to the people at the remote sites and find 
out why they're causing such huge delays.  Get a copy of the book "Sendmail 
Performance Tuning" by Nick Christenson.
