This depends on timing between asynchronous processes, but by far the
most likely outcome is that Mailman's incoming queue runner will
receive the incoming message and acquire the list lock before any
additional members are added. In this case, only the first 10 will be
sent the message.

However, if the message were to be held for moderator approval and the
5 additional members added before the message is approved, then all 15
will be sent the message.
