[Mailman-Users] narrowed down email not being sent

This is how I send:
To:email1 at address.com (not on mailing list)
cc:email2 at mailinglist.com

email1 gets the email, but no subject change
email2 - the mailing list doesn't get the email

Now watching logs I see:

active)

example2:
to:email2 at mailing.com

email is sent out fine
