[Mailman-Users] customizable user options login page

i added a template file "loginpage.html" and modifies options.py in
order to be able to fully customize the page

it's the only page my users see on a regular basis that isn't in the
full style of my site

  loginpage.html - english template example
  loginpage-options.py.txt - replacement for the loginpage function in
Mailman/Cgi/options.py

it seems to work fine

(note, this is my first time coding in python)
