If you are accessing something like
<http://www.example.com/mailman/admin/mailman/x> to get to the General
Options page, then you can't post changes or follow links to other
pages because those URLs don't have the trailing 'x' to foil the
redirect.

If this is some other issue, please provide more specific detail.
