Assuming that spam mails and real HTML posts are of the same size,
100% effectiveness in spam filtering, and an HTML bloat factor of 2,
you only need your average list to have 200 members for the bandwidth
savings due to prohibiting HTML going out to equal the bandwidth lost
to spam coming in.  Since realistically the HTML bloat factor is
likely to be more like 5-10, the critical level is going to be closer
to 100.
