You can make any changes you want to the installed
Mailman/Handlers/Decorate.py, and they will be effective when you do

bin/mailmanctl restart

Whether your changes will accomplish what you want is another question.
Without knowing what you plan to change and what you want to
accomplish, I can't comment further.
