If I browse to that URL on our current server it shows a list of lists.  If 
I go to the equivalent url on the new server (where I've already created 
some lists) I'm setting up I get

There currently are no publicly-advertised Mailman mailing lists on.....

however if I then add a list name to the url and put the password in, 
authenticate, then go back to the original url I get the list of lists I 
expected.

Have I missed a 'don't require authentication to see list of lists' tick box 
somewhere?
