Perhaps the users are using 'reply all' or 'group reply' as I've done
here instead of simple reply.

If you don't want users to be able to post to the list at all, go to
the FAQ wizard

and search for one-way or announcement or newsletter which will find
Article 3.11 which will tell you how to set it up.
