Scott, this is ALL about SpamAssassin and NOTHING about Mailman.  You will 
get much help from the SA list.  It looks like you've got some file 
permission and/or pathway problems, but there's nothing to indicate a 
Mailman problem.  (Maybe you accidentally posted to the wrong list?)  - John
