I guess the first thing to check is the list's admin->Archiving Options
page and be sure Archive messages? is set to Yes.

Then you could see if you have an mm_cfg.py settings that would inhibit
archiving. The defaults in Defaults.py will allow pipermail archiving.
The relevant settings that could stop pipermail archiving and their
default settings are:

ARCHIVE_TO_MBOX = 2
PUBLIC_EXTERNAL_ARCHIVER = No
PRIVATE_EXTERNAL_ARCHIVER = No

If all of this is OK, it's probably a permissions issue.

Try bin/check_perms and also look in Mailman's 'error' log for relevant
error messages.
