[Mailman-Users] create list from web interface requires a different password?

I have mailman installed and am trying to add lists from the web
interface, however it asks for a password and the one that I am using is
not being accepted. I have used the change_pw script to change the
password for all lists and for the domain, but it still won't accept the
password to create a list. Should I be using a different password? If
so, where do I set it?
