I suspect you omitted either Step 1 or Step 2 of the INSTALL
instructions:

Step 1:
    - Add a new user called `mailman'.  ...
    - Add a new group called `mailman'.  ...

Step 2:

    TAKE SPECIAL NOTE OF THE --with-mail-gid AND --with-cgi-gid
    OPTIONS BELOW.  ...
