Try: 
	cp cgi-bin/private.bad cgi-bin/private
	edit your apache config to read: 
	Alias /pipermail/ /usr/local/mailman/archives/
	not what you now have pointing directly to the private/ subdirectory.
	restart apache 

then test again.
