- From the 2.1.4 NEWS file:

    - New mm_cfg.py/Defaults.py variable PUBLIC_MBOX which allows the
      site administrator to disable public access to all the raw list
      mbox files (this is not a per-list configuration).

So, try setting that to Yes in mm_cfg.py.  I don't know without
testing it whether you need to re-archive the list to make this take
effect or not.
