I am unaware of any "documentation" per se other than reading the
Python code.

You can always go the the page with a browser, capture the source HTML
of the page, and replace the "<...>" tags with the actual HTML that
they generate and then edit that.

The problem is that the definition of some tags depends on list
settings so that if list settings are changed, the page changes. E.g.
in the listinfo page, the tags having to do with the digest options
change depending on whether or not the list is digestable. See for
example Mailman/Cgi/listinfo.py.
