Well, they probably aren't lying ...

Are they subscribed? I.e. do they receive list mail?

If so, what "subscribed list" are they not on. Is it the Membership
List pages under Membership Management... or a "roster". If the
latter, perhaps one of the Default options set for new members is
"Conceal the member's address".
